Is this in keeping with Canadian law?

Utility companies cannot attach unpaid amounts to your property taxes. They will instead disconnect your services, and either go through small claims court or a collection agency.

The only things that can be added to your property tax bill is charges to you for 'work' done to your property 'by the city' as a result of bylaw infractions, etc. Some fines handed out by the city for bylaw infractions can be added to your property tax account as well.

Example? you fail to shovel your sidewalk, or your grass exceeds property standards, and you have not complied with the request by the city to do the work, they will send out a crew, and then charge the amount to your property tax account.
