NCAA approves tougher sanctions for rule-breakers

(AP) ? The NCAA passed a package of sweeping changes Tuesday intended to crack down hard on rule-breaking schools and coaches.

Under the new legislation, approved by the 13-member board of directors, programs that commit the most egregious infractions could face postseason bans of two to four years and fines stretching into the millions, while coaches could face suspensions of up to one year for violations committed by their staffs. The board also approved measures to expand the penalty structure from two tiers to four, create new penalty guidelines and speed up the litigation process.

The vote ends a movement that started in August 2011 during the midst of one of the most scandalous years in college sports history. NCAA President Mark Emmert was so concerned that he asked dozens of university leaders to join him at a presidential retreat in Indianapolis.

It was then that Emmert, along with school presidents and chancellors, said they were going to get tough on those who refused to play by the rules.

Now they have.

"We have sought all along to remove the 'risk-reward' analysis that has tempted people ? often because of the financial pressures to win at all costs ? to break the rules in the hopes that either they won't be caught or that the consequences won't be very harsh if they do get caught," Emmert said. "The new system the board adopted today is the result of a lot of hard work and membership input devoted to protecting the collegiate model."

Under the plan, violators found in a "serious breach of conduct" with aggravating circumstances could get those postseason bans and be forced to return millions of dollars from specific events or gross revenue generated by the sport during those years in which rules were broken.

That's exactly what happened to Penn State in the wake of the Jerry Sandusky scandal. The NCAA banned the Nittany Lions' football program from postseason play until after the 2016 season and levied a $60 million fine on the school.

If a member of the coaching staff commits an egregious infraction, the head coach must prove he or she was unaware it occurred or face a suspension that ranges from 10 percent of the season to one full season.

"We expect head coaches to provide practices and training and written materials that instruct their assistant coaches how to act," said NCAA executive committee chairman Ed Ray, the Oregon State president. "If they've done that it can become mitigating evidence that they shouldn't be held accountable for what the assistant coach did. But head coaches have to have these things in place or the presumption will be that he or she didn't care enough to set standards. In that case, if the assistant goes rogue, then it's partly the head coach's fault and they need to be held accountable."

Another piece of the plan allows the NCAA to scrap its current system of major and secondary infractions for a four-level stepladder ? severe breach of conduct, significant breach of conduct, breach of conduct and incidental issues. The board is hoping this allows the enforcement staff to focus primarily on the most serious cases.

What if the new policies don't the stem the tide of cheating? The NCAA could make additional changes.

"We'll continue to evaluate it and if we recognize something is not working in the right area, that's a step we will rectify," NCAA director of enforcement Chris Strobel told The Associated Press on Monday.

The legislation also creates standard penalty guidelines, something schools and college fans have long argued the NCAA needed, and board members also approved a measure to expand the infractions committee, from 10 to up to 24 members. They're hoping the committee will use the extra members in a rotation so hearings can be held 10 times per year instead of the current five ? in hopes of breaking the backlog of cases that has traditionally bogged things down.

Infractions that occur as of Tuesday but are not resolved before Aug. 1. 2013, will be subject to the new sanctions. Schools currently under investigation, such as Miami, also could be hit with the new penalties if their cases are not resolved before Aug. 1, too.

"The committee on infractions could proceed under the new standards or could apply the penalties under the old standards, based on whatever is more beneficial to the institution," Strobel said.

Emmert has backed every legislative piece of the reform movement.

Last fall, the governing body passed a measure calling for tougher eligibility requirements on incoming freshmen and junior college transfers; another that tied academic performance to postseason eligibility; a third that give schools flexibility to offer multiyear scholarships or stick with the standard one-year scholarships (it withstood an override attempt); and a fourth that allowed student-athletes to collect stipends of up to $2,000.

The stipend plan was shelved, though Emmert wants to put it in place. That is unlikely to happen before the board's January meeting and maybe later. Another committee is trying to shrink the NCAA's massive rule book, but no formal proposal is anticipated before January.

Honoring the Clean Water Act with New Innovation ? Environmental ...

This year marks the fortieth anniversary of the Clean Water Act, a landmark piece of legislation that made America?s waterways cleaner and funded infrastructure projects serving millions of people.

As we reflect on its success, we must remember that the Clean Water Act is a symbol of innovation. Political and environmental leaders, with public support, boldly challenged the status quo. Perhaps such decisions are easier to make when rivers are on fire, which was actually the case on the Cuyahoga River in 1969, but the water sector needs more innovation like that right now.

Through my work in Asia, South America, Europe and the US, I have seen a wide range of water management issues and regulatory approaches across different geographies, watersheds and political environments. In my experiences, I?ve noticed an unfortunate trend: the slow and often stifling rate at which cities and countries adopt innovative water management practices.

In developed economies, water is easily taken for granted. Water comes out when we turn on the tap, and it?s been that way for as long as most remember. But America?s infrastructure needs repair and major aquifers are being depleted. Today, more than half the world?s population lives in cities. This increases pressure on ecosystems and water treatment systems. New or updated infrastructure must be built to serve a growing population while ensuring a reliable water supply.

Yet, the timing for infrastructure investment couldn?t be worse ? most communities are still reeling from a financial crunch and high unemployment, making it difficult for local mayors and city managers to argue the case for new technology and infrastructure upgrades. While this situation is clearly a problem, it can also be viewed as an opportunity to build upon the Clean Water Act and implement innovative systems and planning methods that transition us from a society of ?water users? to a society of water stewards.

As water is essential to community well-being, energy production and all economic activity, best practices must be shared and innovation in technology and organization should be welcomed. But where do we begin?

We should start by resisting the urge to avoid innovation at the cost of reliability. Some believe that innovation can disrupt reliable water delivery and treatment. But one doesn?t come at the cost of the other.

In New York City, the Department of Environmental Protection (DEP) is leveraging a new approach for working with the private sector that secures expertise while maintaining local control.? As a result, DEP is expected to deliver annual financial benefits representing up to 10 percent of its operating budget by 2016 ? more than $100 million in benefits each year.

On a simpler scale, innovation has occurred since the Clean Water Act?s onset. Burlingame, California recently marked a very important anniversary in the history of water treatment. In 1972, it launched the first and longest-running public-private partnership in the U.S. water industry, pioneering an entirely new model for providing environmental services to cities. In the past 40 years, Burlingame has benefited from improved services, millions of dollars in savings, and multiple operational and safety awards.

And for the first time, researchers in Europe have developed a process to produce biodegradable ?bioplastics? from wastewater. This ?biorefinery? can now use wastewater to produce plastic ? a truly amazing example of generating value from waste.

There is tremendous potential right now to solve our water issues and ensure the continuous competitiveness of our cities. We can be the next great generation of water managers, just like the leaders who created the Clean Water Act. Getting there requires leadership and the courage to innovate.

As public interest in water is met with an understanding of the connection between water and economic growth, I believe we?ll be better positioned to integrate and develop solutions that will help future generations, just like the Clean Water Act is continuing to help us today.

S.Africa police fire rubber bullets at striking miners

RUSTENBURG, South Africa (Reuters) - South African police fired rubber bullets and teargas on Tuesday at striking Amplats miners who were protesting against a union-brokered deal to end a six-week wildcat walkout at the top platinum producer.

As they moved into a shanty town near the mines, police also deployed water cannons and stun grenades against groups of protesters armed with wooden sticks and stones. Women and children fled as they fanned out through the maze of tin huts.

One protester was dragged away bleeding heavily and unable to walk, and was treated by paramedics, a Reuters witness said.

The strikers at Anglo American Platinum (Amplats) mines near Rustenburg, 120 km (70 miles) northwest of Johannesburg, had been due to return to work following a company offer to reinstate 12,000 men sacked for downing tools six weeks ago.

"We are not giving up, we will soldier on," said striker John Tonsi, who had been shot in the leg by a rubber bullet. "We will fight for our cause until management comes to its senses."

Months of labour unrest in the mines have hit platinum and gold output, threatened growth in Africa's biggest economy and drawn criticism of President Jacob Zuma for his handling of the most damaging strikes since the end of apartheid in 1994.

Amplats said at the weekend it had reached a deal with several unions and would be offering sweeteners, such as a one-off hardship payment of 2,000 rand, to end a strike that has crippled production.

A return to work on Tuesday was one of the conditions attached to the deal.

However, at Amplats' Thembelani mine, hundreds of miners barricaded a road with burning tyres, and police said an electricity sub-station at another mine was set alight.

Amplats said it was still working out attendance numbers at its four strike-hit Rustenburg mines. For the past few weeks, fewer than 20 percent of staff have been turning up.

PAYMENT SWEETENERS

The strikes have shone a harsh spotlight on South Africa's persistent income inequality and the promise by Nelson Mandela's African National Congress (ANC) to build "a better life for all" following the end of white-minority rule.

The strikes have also been a major test for Zuma, who faces an ANC leadership election in December.

Even though his handling of the unrest has caused internal party concern, he remains favourite to win re-election, teeing him up for another five years as national president from 2014.

Management threats of mass dismissals, along with pay sweeteners, have ended most of the strikes in the last two weeks, but workers at Thembelani said they were determined to hold out.

Their main demand is for Amplats to match a salary increase of up to 22 percent offered by rival Lonmin after a violent wildcat walkout at its nearby Marikana platinum mine in August.

The Lonmin offer came in the wake of the police killing of 34 miners on August 16, the bloodiest security incident since apartheid. Lonmin said on Tuesday it wanted to raise $800 million via a rights issue to help it recover from the strikes .

MacDonald Motsaathebe, who has been with Amplats for 12 years, said workers did not agree to the deal struck at the weekend between Amplats and unions including the National Union of Mineworkers.

"We didn't agree to the offer. We want 16,000 rand. Lonmin miners got it, and we want it," said the 35-year-old, whose salary supports nine people. "We earn peanuts."

Strikers at gold firms including AngloGold Ashanti and Gold Fields returned to work last week after threats of mass dismissals and an offer of a small pay increase.

UFC president Dana White is known as many things: entrepreneur, visionary, hothead, Pinkberry fan. According to the Las Vegas Review-Journal, he also deserves the title great tipper.

White and the UFC have apparently cut ties with the Palms, the Las Vegas Casino that has hosted several of the UFC's smaller events. White's credit line was reportedly cut, and the biggest loser from the fallout is the staff. White was known to give exorbitant tips to dealers and waitstaff.

"He changed people's lives," said one of the sources ... During one two-month hot streak, White tipped dealers more than $100,000, sources confirmed. "Anytime he came in, we knew it was a big payday," a Palms employee said.

The Palms and UFC fans are also losers in this because their venues were fun places to watch fights. They have intimate venues that are nothing like the arenas the UFC uses for some of their bigger pay-per-views and Fox shows.

It was perfect for "The Ultimate Fighter" finale and Ultimate Fight Night events. Fans could get closer to the action. Diego Sanchez's memorable win over Clay Guida sticks out as one of the fights that was perfect for the Palms. Every punch, every blood drop that flew, every kick was clear to every fan in the venue.

California Convent Becomes Retirement Home

A new retirement community is under construction in California. That?s not news in itself; after all, seniors and Baby Boomers are the fastest-growing age groups across North America.

But what makes the new retirement community, Mercy Auburn Senior Community,? newsworthy, is that it was originally designed as a convent for nuns. Today, with the aging of the Catholic order?s members, the convent is becoming a retirement home.

As reported in the Sacramento Bee newspaper, the retirement complex in Auburn, located northeast of the state capital of Sacramento, is expected to be home to 60 older women.

The convent was founded in the mid-1800s, and was built with the expectation that it would house generations of nuns, but the falling numbers of nuns, coupled with their increasing average age, has created an inevitable situation where the convent was better fit as a retirement community.

?Years ago, there were not options for women other than motherhood or religious life,? Janice Bader of the National Religious Retirement Office told the newspaper. ?Mothers were stay-at-home mothers. Women attracted to something of service outside the home didn?t have a lot of options.?

While that?s not great news for the Catholic order in Auburn, it?s good news for the area?s seniors, who now have a new California assisted living community.

Israeli-Palestinian drama 'The Other Son' wins Tokyo Film Fest

LOS ANGELES (TheWrap.com) - Lorraine Levy's Palestinian/Israeli drama, "The Other Son," won the Tokyo Sakura Grand Prix, the top award at the 25th Tokyo International Film Festival, on Sunday night. Levy also took home the best director honors at the festival, which marks the final go-round for festival chairman, Tom Yoda.

The special jury prize went to Kang Yi-kwan's "Juvenile Offender." Seo Young-joo, who stars in the film, was awarded the best actor prize. The best actress award went to Neslihan Atagul for "Araf - Somewhere in Between." Tetsuaki Matsui's "Flashback Memories 3D," about a Japanese didgeridoo player who loses his memory, took home the audience award. The Toyota Earth Grand Prix for the best nature-themed fiction or documentary was given to Valerie Berteau's "Himself He Cooks."

"All the films were excellent," said Roger Corman, president of the international competition jury. "They each demonstrate the glory and power of cinema to entertain, inform, and teach us."

For the first time this year, TIFFCOM, the market arm of the festival took place in Odaiba, a man-made island in Tokyo Bay. At TIFFCOM, there were 227 exhibiting companies from 25 countries and regions, up from last year's 20 countries, with 111 of those entities were new exhibitors.

At the close of the festival, Yoda reflected back on his five years as chairman.

"It is the fifth year since the introduction of the Green Carpet and the Toyota Earth Grand Prix. It is also the 25th memorable year for us. On such as special year, I am very happy to have had the world respected Roger Corman leading the member of the jury," he said.

Pandora refreshes iPhone, Android apps

LOS ANGELES (AP) ? Internet radio company Pandora is adding more functionality to its mobile apps ? showing lyrics and artist information and making it easier to share self-crafted stations with friends ? as companies intensify efforts to lure mobile advertising dollars.

Pandora is essentially bringing the features of its website to users of its apps for Apple and Android mobile devices. The app for iPhones is being released Monday, while an Android version is expected to follow soon. Pandora also said it is releasing a version for Microsoft's Windows Phone 8 early next year. It will allow ad-free listening for a year with the Windows app.

Mobile use of Pandora's streaming service is growing quickly. In the quarter that ended in July, mobile listening nearly doubled from a year earlier and made up more than 75 percent of its 3.3 billion listener hours.

Pandora is the leader in free online radio, where listeners can pick genres or styles of music but not specific songs or albums. It has 175 million registered users, including 58 million who use it in a given month. It claims a 73 percent share of the market for free online radio.

Pandora competes for listeners with services such as Clear Channel's iHeart Radio and has apps on phones, tablets, computers and car stereo systems. Apple is the leading online seller of song and album downloads, while a whole host of paid subscription music services such as Spotify, Rhapsody, Rdio and MOG offer unlimited track selection and playback for a monthly fee of $10.

As a free service, Pandora relies mostly on advertising revenue to make its business work.

Investors of Internet companies that offer free services online have been concerned about their ability to make money from mobile advertising as usage of mobile devices has skyrocketed.

Pandora's mobile ad revenue has been growing almost as quickly as mobile listening, and its revenue from mobile ads was up 86 percent at $59 million in the last quarter, making up over half of the company's total revenues. The company, which is based in Oakland, Calif., is expected to report its third-quarter results in late November.

Other companies are making headway generating money from mobile ads.

Facebook Inc. said this month that 14 percent of its revenue came from mobile ads in the latest quarter, causing its stock price to jump, while Google Inc. said mobile ads were on track to generate $8 billion in revenue for the company this year.

Tom Conrad, Pandora's chief technology officer and executive vice president of product, said the revamp was not purposefully designed to boost mobile ad revenue although the update will see some advertising partners get more involved.

"Our motivation for doing this was to connect people with the music they're discovering in a fundamental way," he said.

There was no shortage of mouths to feed in Forsyth Park on Sunday afternoon during the 24th annual Shalom Y?all Jewish Food Festival.

The annual event draws thousands, and hungry festivalgoers on Sunday walked from booth to booth sampling meats, soups, desserts, drinks and other cultural delicacies.

?It seems to get a little bigger each year,? said Brian Markowitz, president of Savannah?s Congregation Mickve Israel, which hosts the festival each year. ?It?s such a great event. We get people from all walks of life to come and enjoy it.?

Admission was free, as was musical entertainment by members of the Savannah Philharmonic. Attendees did, however, have to buy tickets in order to get their hands on food and drink, and the event also served as a fundraiser for America?s Second Harvest.

Some popular foodstuffs included corned beef, pastrami and tongue on rye, potato latke, New York egg cream and ShaLoMein ? chicken, vegetables and lo mein noodles.

Gail Dinnerstein could barely take a break to talk while trying to provide hungry customer after hungry customer with cups full of the noodle dish.

?It?s been rapid ? it?s been great,? she said at the Southside Mahjongg Group tent where she served up the ShaLoMein. ?Everybody?s been enjoying the smell. That?s what draws them ? the wonderful aroma. But it tastes better than it smells.?

Some very popular dishes sold out in just a short time. That was the case at the booth manned by Teresa Victor. She and fellow volunteers sold barbecue brisket, stew and stuffed cabbage. The brisket, she said, was wiped out by 1:30 p.m., two and a half hours into the event.

?Business has been good all day long,? she said. ?Gorgeous weather, great people, happy people. ... We got so lucky that (Hurricane) Sandy is not visiting.?

Though sunny, the afternoon was cool enough for dogs to have a good time, too.

Savannah resident Ann Sosbe brought her 5-year-old giant schnauzer Deny to join her in perusing the booths. Sosbe was enjoying a homemade blintz, but Deny had yet to sample any food. ?I think he?s in olfactory overload,? Sosbe said.

Sandy strengthens as nears coast; Wall Street shut

NEW YORK (Reuters) - Hurricane Sandy, the monster storm bearing down on the East Coast, strengthened on Monday after hundreds of thousands moved to higher ground, public transport shut down and the stock market suffered its first weather-related closure in 27 years.

About 50 million people from the Mid-Atlantic to Canada were in the path of the nearly 1,000-mile-wide (1,600-km-wide) storm, which forecasters said could be the largest to hit the mainland in U.S. history. It was expected to topple trees, damage buildings, cause power outages and trigger heavy flooding.

The U.S. National Hurricane Center (NHC) said on Monday the Category 1 storm had strengthened as it turned toward the coast and was moving at 15 mph. It was expected to bring a "life-threatening storm surge", coastal hurricane winds and heavy snow in the Appalachian Mountains, the NHC said.

Nine U.S. states have declared states of emergency and President Barack Obama has warned the nation to brace itself.

"This is a serious and big storm," Obama said after a briefing at the federal government's storm response center in Washington. "We don't yet know where it's going to hit, where we're going to see the biggest impacts.

Sandy killed 66 people in the Caribbean before pounding U.S. coastal areas with rain and triggering snow falls at higher elevations.

Forecasting services indicated early Monday the storm would strike the New Jersey shore near Atlantic City on Monday night. While Sandy does not yet pack the punch of Hurricane Katrina, which devastated New Orleans in 2005, it could become more potent as it approaches the U.S. coast.

Winds increased to a maximum of 85 mph, the NHC said in its 5 a.m. (1100 GMT) report, up from 75 mph three hours earlier. It said tropical Storm force winds reached as far as 485 from the center.

New York and other cities and towns closed their transit systems and schools and ordered mass evacuations from low-lying areas ahead of a storm surge that could reach as high as 11 feet.

All U.S. stock markets will be closed on Monday and possibly Tuesday, the operator of the New York Stock Exchange said late on Sunday, reversing an earlier plan that would have kept electronic trading going on Monday.

Sandy forced President Obama and Republican challenger Mitt Romney to cancel some campaign stops and fueled concern it could disrupt early voting - encouraged by the candidates this year more than ever - before the November 6 election.

The United Nations, Broadway theaters, New Jersey casinos, schools up and down the Eastern Seaboard, and myriad corporate events were also being shut down.

'DON'T BE STUPID'

Officials ordered people in coastal towns and low-lying areas to evacuate, often telling them they would put emergency workers' lives at risk if they stayed.

"Don't be stupid, get out, and go to higher, safer ground," New Jersey Governor Chris Christie told a news conference.

Forecasters said Sandy was a rare, hybrid "super storm" created by an Arctic jet stream wrapping itself around a tropical storm, possibly causing up to 12 inches of rain in some areas, as well as up to 3 feet of snowfall in the Appalachian Mountains from West Virginia to Kentucky.

At 5 a.m. (1100 GMT), the NHC said Sandy was centered about 385 miles south southeast of New York City, about 40 miles closer than was reported three hours earlier.

Worried residents in the hurricane's path packed stores, searching for generators, flashlights, batteries, food and other supplies in anticipation of power outages. Nearly 284,000 residential properties valued at $88 billion are at risk for damage, risk analysts at CoreLogic said.

Transportation systems shut down in anticipation. Airlines canceled flights, bridges and tunnels closed, and national passenger rail operator Amtrak suspended nearly all service on the East Coast. The U.S. government told non-emergency workers in Washington D.C. to stay home.

Utilities from the Carolinas to Maine reported late Sunday that a combined 14,000 customers were already without power.

The second-largest oil refinery on the East Coast, Phillips 66's 238,000 barrel per day (bpd) Bayway plant in Linden, New Jersey, was shutting down and three other plants cut output as the storm affected operations at two-thirds of the region's plants.

Oil prices slipped on Monday, with Brent near $109 a barrel. "With refineries cutting runs, we're likely to see a build-up in crude stocks which could be driving bearish prices at the moment," said Michael Creed, an economist at National Australia Bank in Melbourne.

New York City Mayor Michael Bloomberg ordered the evacuation of some 375,000 people from low-lying areas of the city, from upscale parts of lower Manhattan to waterfront housing projects in the outer boroughs.

The U.S. Coast Guard responded to a distress call from HMS Bounty, a tall ship with 17 people aboard approximately 90 miles southeast of Hatteras, North Carolina. A replica built for the 1962 movie version of "Mutiny on the Bounty," the three-mast, 180-foot (55-metre) vessel was believed to be taking on water and was without propulsion, the Coast Guard said.

"We are talking with the crew and the owner about search and rescue possibilities," Petty Officer David Weydert said.

While Sandy's 85 mph winds were not overwhelming for a hurricane, its exceptional size means the winds will last as long as two days.

"This is not a typical storm," said Pennsylvania Governor Tom Corbett. "It could very well be historic in nature and in scope."

Hurricane Sandy gaining power and headed for Northeast

NEW YORK (AP) ? Gaining strength and threatening 50 million people, Hurricane Sandy chugged north Monday, raking ghost-town cities along the Northeast corridor with rain and wind gusts. Subways and schools were closed, the floor of the New York Stock Exchange was deserted, and thousands fled inland.

Forecasters expected the monster hurricane to make a westward lurch and aim for New Jersey, blowing ashore Monday night or early Tuesday and combining with two other weather systems to create an epic superstorm.

Its projected path put New York City and Long Island in the danger zone for a huge surge of seawater made more fearsome by high tides and a full moon.

"This is the worst-case scenario," said Louis Uccellini, environmental prediction chief for the National Oceanic and Atmospheric Administration.

Because the storm is so big, with tropical storm-force winds extending almost 500 miles from its center, it could upend daily life for big cities and small towns alike across the Northeast ? including Washington, Baltimore, Philadelphia, New York and Boston ? and as far west as the Great Lakes. Up to 3 feet of snow was forecast for the West Virginia mountains.

Millions of people in the storm's path stayed home from work. Subways, buses and trains shut down, and more than 7,000 flights in and out of the East were canceled, snarling travel around the globe. Hundreds of thousands of people were under orders to flee the coast, including 375,000 in lower Manhattan and other parts of New York City, but authorities warned that the time to get out was short or already past.

"I think this one's going to do us in," said Mark Palazzolo, who boarded up his bait-and-tackle shop in Point Pleasant Beach, N.J., with the same wood he used in past storms, crossing out the names of Hurricanes Isaac and Irene and spray-painting "Sandy" next to them.

"I got a call from a friend of mine from Florida last night who said, 'Mark, get out! If it's not the storm, it'll be the aftermath. People are going to be fighting in the streets over gasoline and food.'"

President Barack Obama declared emergencies in Massachusetts, Connecticut, Rhode Island, New York, New Jersey and Pennsylvania, authorizing federal relief work to begin well ahead of time. He promised the government would "respond big and respond fast" after the storm hits.

"My message to the governors as well as to the mayors is anything they need, we will be there, and we will cut through red tape," Obama said. "We are not going to get bogged down with a lot of rules."

Sandy, a Category 1 hurricane with sustained winds of 85 mph early Monday, was blamed for 65 deaths in the Caribbean before it began traveling northward, parallel to the Eastern Seaboard. As of 8 a.m. Monday, it was centered about 310 miles southeast of New York City, moving to the north at 20 mph, with hurricane-force winds extending an extraordinary 175 miles from its center.

About 90 miles off Cape Hatteras, N.C., the Coast Guard rescued 14 crew members by helicopter from a replica of the 18th-century tall ship made famous in the movie "Mutiny on the Bounty." The Coast Guard searched for two other crew members.

The rescued had donned survival suits and life jackets and boarded two lifeboats after the ship began taking on water. They were plucked from 18-foot seas just before sunrise.

Maryland Gov. Martin O'Malley said a fishing pier in the beach resort of Ocean City, not far from a popular boardwalk and amusement park, was "half-gone." The area had been ordered evacuated on Sunday.

Water was already a foot deep on the streets of Lindenhurst, N.Y., along the southern edge of Long Island, and the canals around the island's Great South Bay were bulging two hours before high tide. Gale-force winds blew overnight over coastal North Carolina, southeastern Virginia, the Delmarva Peninsula and coastal New Jersey.

Forecasters warned that New York City and Long Island could be on the dangerous northeastern edge of the tempest and bear the worst of the storm surge ? a wall of seawater up to 11 feet high that could swamp lower Manhattan, flood subway tunnels and cripple the network of electrical and communications lines that are vital to the nation's financial center.

The major American stock exchanges closed for the day, the first unplanned shutdown since the Sept. 11 attacks in 2001. The floor of the NYSE, typically bustling with traders on a Monday morning, fell within the city's mandatory evacuation zone. The United Nations canceled all meetings at its New York headquarters.

New York called off school for the city's 1.1 million students, and the more than 5 million people who depend on its transit network every day were left without a way to get around. Most planned to stay inside anyway.

"If you don't evacuate, you are not only endangering your life, you are also endangering the lives of the first responders who are going in to rescue you," Mayor Michael Bloomberg warned. "This is a serious and dangerous storm."

New Jersey Gov. Chris Christie was typically blunt: "Don't be stupid. Get out."

The storm bore down barely a week before the presidential election. Wary of being seen as putting political pursuits ahead of public safety, Obama and Republican nominee Mitt Romney reshuffled their campaign plans.

In Virginia, one of the most competitive states, election officials eased absentee voting requirements for those affected by the storm. Three other closely contested states, New Hampshire, North Carolina and Ohio, were within Sandy's reach. Early voting was canceled Monday in Maryland and Washington, D.C., both reliably Democratic.

After hooking inland, Sandy was expected to collide with a wintry storm moving in from the west and cold air streaming down from the Arctic. Forecasters said the combination could bring close to a foot of rain in places, a potentially lethal storm surge of 4 to 11 feet across much of the region, and punishing winds that could cause widespread power outages that last for days.

Craig Fugate, chief of the Federal Emergency Management Agency, said FEMA teams were deployed from North Carolina to Maine and as far inland as West Virginia, bringing generators and basic supplies that will be needed in the storm's aftermath.

"I have not been around long enough to see a hurricane forecast with a snow advisory in it," Fugate told NBC's "Today" show.

Pennsylvania's largest utilities brought in hundreds of line-repair and tree-trimming crews. In New Jersey, where utilities were widely criticized last year for slow responses after the remnants of storms Irene and Lee, authorities promised a better performance. Hundreds of homes and businesses were already without electricity early Monday.

(AP) ? Storm Troopers, cyborgs, superheroes and other comic-book fans can count on their annual pilgrimage to San Diego for another four years.

San Diego Mayor Jerry Sanders announced Monday that Comic-Con has extended its contract with the city through 2016. It had been set to expire in 2015.

The pop-culture convention draws 130,000 visitors from around the world and contributes more than $180 million to the city's economy, Sanders said.

Comic-Con began in San Diego in 1970 but has become so popular over the past four decades that it has outgrown the San Diego Convention Center.

Comic-Con spokesman David Glanzer said city officials and local businesses have helped the event remain in San Diego by allowing organizers to expand beyond the convention center to create a "Comic-Con campus" using meeting space in nearby hotels.

"We were born in San Diego, so our hope is to stay here," Glanzer said. "But first and foremost, we have to look at the ability to put on a successful show and meet the needs of the people who attend the show."

A spokesman for the mayor's office said plans are moving forward to expand the San Diego Convention Center, and city officials hope to break ground on the project next year.

Android 4.2: Still Jelly Bean, but sweeter

Along with a small mountain of new Nexus devices, Google announced also?Android 4.2 on Monday. It's still called Jelly Bean, just like the prior version, but it's made just a little bit sweeter by the addition of new?features such as Photo Sphere, Gesture Typing, multi-user support and more.

Photo Sphere
Like iOS, Android now has a baked-in tool that'll help you create panoramic images.?In Android 4.2, you can take photos in any direction???an?improvement?on the panorama feature in iOS 6???and?they'll be put together into "photo spheres," which allow someone to explore the images you took as a 360-degree environment. (If you've ever used Microsoft's?Photosynth app, it sounds a lot like that.)

Gesture Typing
Plenty of third-party keyboards, such as Swype, offer users the ability to type by dragging their fingers across the on-screen keyboard, and now this feature's built right into Android.?Additionally, the new keyboard will "anticipate and predict the next word" you intend on typing so that you can simply select suggested words without even needing to type.

Multi-user support on tablets
Sharing an Android tablet with a family member will be significantly less awkward thanks to multi-user support. Each user can have his or her own homescreen, background, widgets, apps and?games. Toggling between users is supposedly as easy as switching between apps.

Wireless Display
Android 4.2 has a Wireless Display feature, similar to Apple's AirPlay, which allows you to share movies, YouTube clips, and whatever else might be on your screen to an HDTV. You'll just need to attach a little adapter to any HDMI-enabled TV and you're set to mirror content.

Daydream
Daydream is described as something that allows your Android device to "display useful and delightful information when idle or docked." It sounds like a snazzy screensaver, basically.

Souped-up notifications
Swiping down on your Android device reveals the notification pane. And now you can instantly take an action directly from that spot. This means that if you spot a missed call, you'll also see a button allowing you to return it.

When do I get this?
No word as to when Android 4.2 will become available for various Android devices, but we do know that the new Nexus lineup, which ships on Nov. 13, will be pre-loaded with the latest version of Jelly Bean.
