This is your opportunity to apply your legal expertise within the social services field.? The Minnesota Department of Human Services is seeking a highly motivated and experienced legal counsel for the position of Chief Legal Counsel of the Office of Inspector General.? This position will serve as legal advisor to the Inspector General (IG) and other internal and external parties in relation to operations and administration, fraud and abuse enforcement, and external program integrity activities.

This is an excellent opportunity for a seasoned legal counsel to ensure increased focus on fraud prevention recoveries, civil actions, criminal prosecutions are enforced.? Communication and coordination is required with all staff, including the commissioner, deputy commissioner, assistant commissioners, and division directors.? This position must establish and maintain good working relationships with staff form the Attorney General?s office, as well as staff from federal, state, and county agencies; and public and private organizations.

Job Description:

  • Providing advice and counsel on complex legal matters related to fraud, waste and abuse of department resources arising out of activities with the Office of Inspector General;
  • Providing oversight and legal direction to the program integrity units within the OIG to assure that the objectives of fraud prevention and recovery are streamlined and effective;
  • Serving as the primary liaison with the Attorney General?s Office, Department of Justice, county attorneys, and other entities which have a role in combatting fraud and abuse;
  • Coordinating reporting of OIG legal activities that impact program integrity activities;
  • Participating in project oversight of activities by external audit and review entities where the provision of legal services is a key component in advancing the department?s program integrity initiatives and values;
  • Supervising the activities of a number of legal staff working with the OIG to assure that their services advance the department?s program integrity initiatives and values;
  • Assisting the Inspector General, Deputy Commissioner, and Commissioner in identifying and developing legislative initiatives related to oversight and enforcement of public programs to minimize fraud, waste, and abuse.

Minimum Qualifications:

  • Graduate of an accredited U.S. law school with at least five years of experience with human services legal issues and litigation relating to Medicaid, state fraud and abuse laws, investigations, legal compliance, false claims, anti-kickback laws, the False Claims Act, and the Affordable Care Act;
  • A thorough knowledge and comprehensive understanding of current Medicaid requirements, state fraud and abuse laws, anti-kickback laws, the False Claims Act, and the Affordable Care Act;
  • Experience managing/supervising professional staff;
  • Strong oral and written communication skills;
  • Strong interpersonal and human relations skills in order to understand, develop, persuade, motivate, collaborate with and lead others; to relate to and deal effectively with a wide range of individuals and groups with varying perspectives, interests, and positions; and to develop effective working relationships with individuals at all levels within and outside of the agency;
  • Demonstrated skill in setting priorities, planning, and organizing;
  • Demonstrated skill in problem-solving, decision-making, mediation, conflict resolution, and negotiation;
  • Sensitivity to and respect for the cultural and other differences that will be encountered in interacting with co-workers and in serving our customers.

Preferred Qualifications:

  • Licensed to practice law in Minnesota;
  • Strong working knowledge of the Department of Human Services? organization, other federal and state agencies, and public welfare programs;
  • Legislative experience.
